Badging Procedures
Steps 1-4 below detail procedures used to obtain a badge at the Grand Forks International Airport.
Additional information pertaining to airport security badging is available below as well.
The Authorized Signatory begins the badging process by completing and emailing an Authorization form for you. It must be e-signed and sent to the badging office from the email address of the signatory that we have on file. Each employer at the airport has a signatory. If you wish to apply for a badge but are not employed by an airport entity, please call Airport Operations at (701)795-6984.

After the badging office receives the Authorization Form, the applicant should schedule an appointment. Click the Appointment Scheduler button above.
Bring the following to your badging appointment
2 forms of unexpired government issued identification - 1 to establish identity and 1 to establish employment authorization. Examples include:
- Driver’s License and U.S. Passport
- Driver’s License and Certified Birth Certificate
- Driver’s License and Social Security Card
Badge fees will be due unless they are covered by your employer. We accept checks payable to the GF Regional Airport Authority, We also accept Visa, Mastercard, American Express, Discover or cash.
On the day of your badging appointment
You will be required to complete the Airport Authority badge application form on our computer and e-sign. The data from your application is sent to the Transportation Security Administration (TSA) to be approved for any airport issued badge. SIDA badge applicants must also complete and pass the Criminal History Records Check (CHRC), conducted through fingerprinting. It may take one week or longer to receive clearances for the security background checks. To verify the status of your background check, please contact your employer or signatory.
Location of badging office
The badging office is located in the Aircraft Rescue & Fire Fighting (ARFF) building. Go north on Airport Drive all the way to the very northwest corner of the airport complex. Click here for a map and picture.
Your security background check results are normally received by the badging office about one week after your application appointment. Once received, the badging office will contact you.
Watch for Emails (check your "Junk" folder too)
If your background check was clear, you should expect three emails from badging@gfkairport.com:
- Notification that you have been cleared for a badge and a reminder of the rest of the process
- Username and password for online training at the GFK Security Website
- Notification that you have been registered for the online training videos and quizzes
24 Hours to Complete Training
You must take the training within 24 hours of receiving the emails, so please check your email inbox and junk mail box often. Contact the badging office at (701) 795-6984 if you do not receive all three emails within 10 days of your initial appointment.
The GFK Security Website training videos and quizzes are to be completed on your home computer and will take up to 1 hour. If you do not have access to a computer, contact the badging office at (701) 795-6984 (between 8AM-8PM) to make other arrangements.
You must complete and pass your Security Training before you can obtain your badge (Step 4).
Low scores on your quizzes may require you to be retrained, so please allow extra time at your next appointment.
After successfully completing Security Training, you are ready to be badged. Click the Appointment Scheduler button at the top of this page to make your second appointment at the badging office.
30 Business Day Window to Complete Badging Process
SIDA applicants: You have 30 business days from the Security Background Clearance date to complete the badging process. Failure to complete the badging process within 30 business days will require the applicant to be fingerprinted again before a badge is issued, and an additional $80.00 charge may be applicable for processing security checks again.
AOA Applicants: You have 30 business days from the Security Background Clearance date to complete the badging process. If the period exceeds 30 days, an additional $40.00 charge may be applicable for processing security checks again.
Each year you will receive an email notification from the badging office with instructions to bring your badge in for either an audit or a renewal (alternating years). Both types of appointments require you to bring two forms of ID as described in Step 2 above.
Audits will be conducted during a 30 day period in the interim year of the airport's two year badge cycle. Fees will apply if the badge has to be reprinted due to damages listed on Section 5 (Badge Holder's Responsibilities) of your signed badge application.
Renewals are conducted every two years during the 30 days before your badge expiration date. Badge Re-Issue Fees will apply.
Audit and Renewal Appointments
- Badge holders must appear in person at the badging office with the following in hand:
- Your airport badge and also your FOB if you were issued one
- 2 unexpired forms of government issued identification (see Step 2 above)
- Current proof of vehicle insurance, if your vehicle is driven on the airfield
- Badge holders will review their original application to make updates as needed
- SIDA badge holders will have their fingerprints resubmitted per new TSA regulations
- Airline employees only: You must provide a new certification letter from your company
Failure to Renew or Return
- Your badge will be deactivated if your badge has not been audited or renewed by the deadline date specified on your notification (one year before your badge expiration date for audits; and the badge's expiration date for renewals)
- A $50 reactivation fee will be assessed if you missed your audit or renewal deadline
- After a 15-day grace period, renewals will no longer be accepted and all outstanding badges will be considered lost and a $75 lost badge fee will be assessed
- If a badge is still required, the badging process will need to be restarted including payment of associated fees
- If you no longer need your badge it still must be returned
If you lose your badge, report the loss immediately by calling the Badging Office/Airport Operations at (701) 795-6984.
Replacement of Lost Badges
Submit a properly completed and signed Lost Badge Form available at the badging office. Pay a lost badge fee of $75 (1st time), $100 (2nd time), $500 (3rd time). If you later locate the lost badge (within 60 days of lost date), you can return it to the badging office for a refund minus a badge re-issue fee, to be sent to you via U.S. Mail (no refunds are given in person at the badging office).
You must present one form of government-issued photo identification when you apply for a replacement badge. If you are not a U.S. citizen, you must present valid INS documentation.
Replacement of Broken or Damaged Badges
You can replace a damaged or broken badge at the badging office for a $15.00 re-issue fee if this badge has not been damaged due to any of the reasons listed on Section 5 (Badge Holder's Responsibilities) of your signed badge application. Otherwise, a $25.00 damage fee will be required.

Access Cards - Frequently Asked Questions
- Can I loan my access card to a spouse, friend or anyone else?
Answer: NO. To do so is a violation of the Airport Security Program (ASP) and TSA Federal regulations and is punishable by law enforcement action and fines. - If I use my access card to enter a controlled gate or door, can someone else keep the gate door under observation for me until it closes, so I do not have to wait?
Answer: NO. Someone else cannot watch a gate unless that person presents their assigned access card to this gate or door card reader and remains physically present at the gate or door to prevent unauthorized passage. - If I forget my access card at home or lose it, can someone with an access card let me in a controlled gate or door?
Answer: NO. If you leave your access card at home you must retrieve it. You are required to use the specific access media (card or key) assigned to you. You cannot be let in or escorted by another cardholder person. If you lose your access card, you are required to immediately report this to Airport Operations (701-795-6984) and pay required lost card fees. - Must I remain at a vehicle gate that I have entered or exited until it fully closes?
Answer: YES. You are required to remain “physically present” at the open gate or door until it fully closes, in order to discourage unauthorized access. “Physically present” means the vehicle or
the pedestrian must remain as close as practical to the gate, in the roadway to serve as a visual deterrent. Painted yellow lines are typically made on the pavement adjacent to gates indicating the location of gate “hold-open” loops. Gate users must ensure vehicles are not parked on a loop or the gate closure sequence will not begin. Gate users are not required to physically prevent unauthorized passage by others while the gate is open, but if unauthorized access occurs, must immediately report the access
to Airport Operations. If the gate fails to close or seems to stay open excessively, contact Airport Operations (701-795-6984), and remain “physically present” at the open gate or door until someone takes over authorized control of this gate or door.
NOTE: If an authorized AOA CONTRACTOR Gate Guard is present at a vehicle gate that is open, you do not have to wait for a gate to close. The Gate Guard must verify that you are on the certified contractor list to enter the AOA.
If someone is waiting at a gate or door to close, can I go around them (piggy-back) through this open gate or door without using my access card?
Answer: NO. Each person, that has assigned access media (card or key), must present their assigned media to the gate or door card reader or lock whether entering or exiting. The last person
using an access card at a gate or door is responsible for ensuring that gate or door fully closes.
NOTE: If an authorized AOA CONTRACTOR Gate Guard is present at a vehicle gate that is open, you do not have to wait for a gate to close. The Gate Guard must verify that you are on the certified contractor list to enter the AOA.

The Privacy Act of 1974 5 U.S.C. § 552a(e)(3)
Privacy Act Notice
Authority: 6 U.S.C. § 1140, 46 U.S.C. § 70105; 49 U.S.C. §§ 106, 114, 5103a, 40103(b)(3),
40113, 44903, 44935-44936, 44939, and 46105; the Implementing Recommendations of the 9/11 Commission Act of 2007, § 1520 (121 Stat. 444, Public Law 110-53, August 3, 2007); FAA Reauthorization Act of 2018, §1934(c) (132 Stat. 3186, Public Law 115-254, Oct 5, 2018), and Executive Order 9397 (November 22, 1943), as amended.
Purpose: The Department of Homeland Security (DHS) will use the biographic information to conduct a security threat assessment. Your fingerprints and associated information will be provided to the Federal Bureau of Investigation (FBI) for the purpose of comparing your fingerprints to other fingerprints in the FBI’s Next Generation Identification (NGI) system or its successor systems including civil, criminal, and latent fingerprint repositories. The FBI may retain your fingerprints and associated information in NGI after the completion of this application and, while retained, your fingerprints may continue to be compared against other fingerprints submitted to or retained by NGI. DHS will also transmit your fingerprints for enrollment into US-VISIT Automated Biometrics Identification System (IDENT). DHS may provide your name and SSN to the Social Security Administration (SSA) to compare that information against SSA records to ensure the validity of the information.
Routine Uses: In addition to those disclosures generally permitted under 5 U.S.C. § 522a(b) of the Privacy Act, all or a portion of the records or information contained in this system may be disclosed outside DHS as a routine use pursuant to 5 U.S.C. § 522a(b)(3) including with third parties during the course of a security threat assessment, employment investigation, or adjudication of a waiver or appeal request to the extent necessary to obtain information pertinent to the assessment, investigation, or adjudication of your application or in accordance with the routine uses identified in the TSA system of records notice (SORN) DHS/TSA 002, Transportation Security Threat Assessment System. For as long as your fingerprints and associated information are retained in NGI, your information may be disclosed pursuant to your consent or without your consent as permitted by the Privacy Act of 1974 and all applicable Routine Uses as may be published at any time in the Federal Register, including the Routine Uses for the NGI system and the FBI’s Blanket Routine Uses.
Disclosure: Pursuant to § 1934(c) of the FAA Reauthorization Act of 2018, TSA is required to collect your SSN on applications for Secure Identification Display Area (SIDA) credentials. For SIDA applications, failure to provide this information may result in denial of a credential. For other aviation credentials, although furnishing your SSN is voluntary, if you do not provide the information requested, DHS may be unable to complete your security threat assessment.
TSA Advisory
Effective December 26, 2007, 49 USC 46301(a) was amended by the addition of subparagraph (3):49 USC 46301(a)(6):
FAILURE TO COLLECT AIRPORT SECURITY BADGES
..."any employer...who does not collect or make reasonable efforts to collect such badge from the employee on the date that the employment to the employee is terminated and does not notify Airport Operations of such termination within 24 hours of the date of such termination shall be liable to the Government for a civil penalty not to exceed $10,000."
Best Practices:
- Prepare and maintain a Badge Recovery Plan. Explain what actions your company will take when an employee is terminated or quits.
- Require all supervisors to sign off on the Badge Recovery Plan.
- Require all new and active employees to sign a Badge Holder Agreement form. Maintain the forms in their Personnel Files.
- Implement the use of receipts each time that a badge is taken from a terminated employee. Give a copy to the ex-employee and keep a copy in their Personnel Files.
- Require and keep receipts each time that badges are returned to the Badging Office (Airport Operations). Maintain receipts in your company Personnel Files.
- If badges are returned by mail, make a copy of the badge(s) and date the copy. Certified or express mail is recommended.
- Agree to notify the Badging Office of any employee termination within 24 hours. (Call, fax or email.)
- Require all employees to notify you when they are hired by another airport company.
- Ensure that all names on payroll records match the badge holder names. If not, take steps to correct.
- Remind employees that all name changes require a Badge Renewal/Replacement Form.
- Revise employee address change forms to include a reminder to update the badging record.
- Maintain good records and be prepared for random in-person audits by the TSA or badging personnel.
